    Missoula County strongly supports House Bill 428 - Revise election laws to allow for mail ballots for all elections, before House State Administration tomorrow afternoon. HB 428 requires a public hearing before the decision to move to a mail ballot election can be made. Missoula County strongly supports the opportunity to listen to and address the concerns of public interest groups. HB 428 gives Missoula County the flexibility required to meet the needs of diverse constituents. Please support HB 428.

    I strongly support House Bill 428. I have supported mail ballot elections since the 2007 session. Each federal election absentee voting continues to grow in Missoula County and statewide. Conducting elections by mail will allow me to put more emphasis on late registration because I will not need to split staffing between taking care of the polling places and late registration. I believe we need to pass this bill now, so that if issues do arise during the 2014 elections we will have the 2015 session to tweak the laws before the Presidential Election in 2016.

    I had promised to contact Pierce County in the State of Washington to see if they had House Districts that crossed two counties and what impact did those districts have when the election was conducted by mail in one county and the other county conducted a poll election. Today, I spoke with Mary Johnson, Pierce County, she indicated that there had never been any problems or issues raised by candidates with two counties conducting different elections for a voting district. Also, she indicated that in 2011 all counties in the State of Washington are required to conduct mail ballot elections.
