Hb 486 could be difficult to prepare for trying to estimate how many ballots to order. It would be better if they had to file 75 days before election so we know the actual number of property owners or businesses who will receive a ballot. This time frame is when we start preparing to order ballot stock and print. Also, I think it should be clear they aren't eligible for late registration. -Vickie
