Generally revise noxious weed trust fund laws

  1. There are a number of weed districts and invasive species interests that are concerned with the management of the Noxious Weed Trust Fund. SB 144 will correct a number of those concerns:
    1) Despite the restriction put in place during the 1995 legislative session of 12% for administration, the Department of Agriculture has taken from 16% to >20% per year, over the last three years, to support 4.5 FTE’s and administer a program that in FY13 will be granting out $1.7 million;
    2) In addition to administration, the Department of Agriculture is applying for and receiving funding from the Noxious Weed Trust Fund, despite the fact that they administer the fund, appoint the advisory council, and have ultimate authority over the selection of grant recipients(in FY12 they received $48,672 for one FTE and in FY13 they have applied for an additional $76,487). SB 144 will fix these issues, and their resolution, in addition to bringing the amount of money that has built above the $10 million Noxious Weed Trust Fund cap back into the grants program, will ensure that even more dollars get out onto the ground at the local level through weed management cooperatives, youth and adult education and research of new tools and approaches.
